Joe Foss Field Mark has done an excellent job as Acting FSD at Sioux Falls, and we are pleased to make his appointment permanent,� said Mike Restovich, TSA Assistant Administrator, Office of Security Operations. �He has demonstrated stellar leadership skills in guiding the airport through a transition from federalized to private screeners, and has a proven track record in managing front-line security. Heisey joined TSA in October 2002 and was instrumental in federalizing the Sioux Falls airport, as well as four other airports in South Dakota. He has been engaged with all aspects of aviation security, regulatory inspection and law enforcement operations and has represented TSA in local crisis management planning and exercises. In February 2006, he oversaw the transition from federal to private screening at Sioux Falls under TSA�s Screener Partnership Program (SPP). Prior to joining TSA, Heisey served 21 years in the U.S. Marine Corps in various career fields, including nuclear/biological/chemical defense, air command and control, logistics and financial management. He holds a Master of Science degree in Management from the Naval Post Graduate School, Monterey, Calif., and a Bachelor of Science in Business Administration from Old Dominion University, Norfolk, Va. The position of Federal Security Director was created by the Aviation and Transportation Security Act (ATSA) signed by President Bush on November 19, 2001. For
